KCWI readiness

KCWI has three 8-channel PDUs already in its electronics cabinet on the instrument. Normal operations look like this:

In the K2 computer room, kcwiserver (-new) is on PDU DC, kcwiserver-old is on PDU DB, and kcwitarg is on PDU DA.
